What is Agent mandate?
An agent mandate is a policy that defines which actions an automated agent may request, for whom, and within what limits or time window. It bounds authority but does not prove the agent's intent is benign or make an unverified payment safe.
A mandate should be bound to the agent identity, allowed recipient and asset, maximum amount, cumulative spend, expiry, and approval requirements. Enforce it on the server immediately before execution and record consumption so retries cannot exceed the authorized budget.
The agent should propose a structured intent, while deterministic policy code decides whether it is allowed. Prompt text and model confidence are not substitutes for identity verification, authorization, or duplicate protection.
